Getting your Commercial Registration (CR) is not the finish line. A new Saudi company still has to be registered with several authorities before it can hire, pay salaries or apply for visas. This post-incorporation checklist for Saudi Arabia is for founders who hold a CR, or are about to, and want to know what to do next and in what order.

We list the steps in the order the government portals depend on each other. We state a deadline only where an official page gives one. Where we could not confirm a deadline, we say so and point you to the official portal.

Key takeaways

  • Some registrations may happen automatically when your CR is issued. Which ones depend on your company’s file, so check before you start (verify).
  • The order matters: the HR file comes before the National Address, and the bank account, HR file and GOSI come before Mudad wage protection. Visas need all of these in place.
  • The deadlines we can confirm from official pages are GOSI’s, plus MISA’s two post-registration deadlines. For Qiwa, Mudad and Muqeem, check the current deadline on the official portal.
  • If you run the company from India, plan early for who can log in to the Saudi portals on your behalf.

What happens automatically after your commercial registration?

The honest answer is: it depends on your company’s file, and you should check it first.

The Ministry of Commerce page for the establishment CR service says that registration with the Ministry of Human Resources and Social Development (HRSD), the Zakat, Tax and Customs Authority (ZATCA), the General Organization for Social Insurance (GOSI), Saudi Post and the Chamber of Commerce is automatic. The Ministry’s “Start your business” page lists the same bodies as steps for the owner to complete. The ZATCA guide says a tax identification number (TIN) is created at registration, but you still log in to ZATCA to complete the registration.

None of the official pages we read say which of these apply to a company registered under a MISA investment registration (verify). So do not assume that everything is done, and do not assume nothing is. Ask your registration provider or the Saudi Business Center to show you which registrations are already active, then work through the rest below.

Post-incorporation checklist Saudi Arabia: the stages at a glance

The deadline column states a date only where an official page gave one. “None found” does not mean there is no deadline. It means we could not confirm one.

Dates and rules were checked on 14 October 2026. Fees and portals change, so confirm on the official site before you act.

Step-by-step: the order the portals depend on each other

  1. Confirm what is already registered. Ask for the list of registrations the CR triggered with HRSD, ZATCA, GOSI, Saudi Post and the Chamber (verify). Record what is active, what is pending and what you must do yourself. This list is the base of your plan.
  2. Open the HR file and activate Qiwa. The establishment file with the Ministry of Human Resources and Social Development comes first, because Saudi Post asks for the labour-office file number and Mudad needs the HR registration. Qiwa is the HRSD labour platform used for work permits and visas. Consultancies say Qiwa activation needs an Absher account, a valid CR and the authorized representative’s ID (verify). We could not read Qiwa’s own pages, so check the current deadline and requirements on the official portal.
  3. Register the National Address. Saudi Post calls it mandatory for all parties. You need a building number, city, district and street, and the labour-office file number. Saudi Post’s business page lists an annual fee of SAR 1,000 for the main record and SAR 300 for a sub-record (verify) for limited companies, with new companies exempt in the first year, and says rates can change without notice (verify current amount).
  4. Complete ZATCA registration. ZATCA says that once you are registered with the Ministry of Commerce, a TIN is created and you log in to the ZATCA portal to finish the initial registration. VAT registration is free and applies once your annual earnings reach the limit for voluntary or mandatory registration. We found no official day count for zakat or income tax registration. Some consultancy posts say 30 days. We could not confirm that, so ask your tax adviser (verify).
  5. Register the establishment with GOSI. GOSI’s employer FAQ says an establishment must register within two weeks at the most from the date its head office meets the requirements. Each branch or separate activity needs its own application. An employer is defined as anyone employing one or more compulsory contributors, so ask your labour adviser how this applies if you have not hired yet (verify).
  6. Open the corporate bank account. The Ministry of Commerce’s market rules say to open a bank account for the entity and avoid personal accounts. Mudad needs bank accounts for the establishment and for each employee. Banks set their own document lists, and foreign-owned accounts can take time (verify). Ask the bank what it needs.
  7. Register on Mudad and upload wage protection files. HRSD’s service page says the upload is free and available only through Mudad, and lists three prerequisites: HR registration, GOSI registration and bank accounts. It gives no deadline. Reports of a shorter submission window for wage files come from search summaries, so check the current deadline on the official portal (verify).
  8. Register with the Chamber and check the municipal license. The Ministry of Commerce lists the Chamber of Commerce as a post-registration step. A municipal (Balady) license may apply if you have a physical location, but we did not read an official page on it (verify). Fees and timing vary by city.
  9. Check Nitaqat, then request visas. The HRSD visa page lists conditions including a valid CR, wage protection compliance and a minimum Nitaqat (Saudization) rating. The rating required differs by visa type. After arrival, the work permit and Iqama (residence permit) are issued through Qiwa and Muqeem, the Ministry of Interior’s residency platform. Check the current deadline on the official portals.
  10. Set up company access to Absher or Muqeem. MISA’s Investor Guide says exit and re-entry visas for investors and General Managers go through Absher or Muqeem. We did not read the steps for linking a company account, so ask Apex Arabia or a licensed service provider before the first visa application (verify).

Checklist

  • List the registrations the CR already triggered, and who confirmed it
  • HR (labour office) file open with HRSD
  • Qiwa establishment account active
  • National Address registered
  • ZATCA zakat or income tax registration completed, VAT checked with a tax adviser
  • GOSI establishment registered, within the two-week period
  • Corporate bank account open
  • Mudad registered and wage files uploading
  • Chamber of Commerce and, if needed, municipal license sorted
  • Nitaqat rating checked before any visa request
  • MISA reminders saved: 10 working days for changes, 15 business days for fees
  • A calendar entry for the annual MISA update and annual CR confirmation

Important: Do not hire, issue payroll or request visas until the HR file, GOSI, the bank account and Mudad are in place. Each one is a prerequisite for the next.

Recurring duties in your first year

Three items come back every year or period.

  • MISA annual update. MISA’s Investor Guide (13th edition, March 2026) says the registration fee is set by the ministry when it approves the update, and that you must pay within 15 business days of being notified, otherwise the registration is considered void. Doing business without reactivating the registration is listed as a violation.
  • Changes to your site or account manager. Tell MISA within 10 working days of the change. Missing this is also listed as a violation.
  • Tax returns, VAT returns and the annual CR confirmation. The Ministry of Commerce now speaks of annual confirmation rather than renewal. We found no deadline we can confirm for the return dates. Your Saudi tax adviser should give you the current calendar.

MISA says “investment registration” and “annual update”; many people search for “MISA license renewal”. Our licensing types page explains what each registration covers.

If you run the company from India

The main practical issue is login. Qiwa, Absher, Muqeem and GOSI depend on Saudi identity credentials for the owner or an authorized person. An Indian founder who has not entered Saudi Arabia may not have these. MISA accepts a named authorized person for MISA services. We could not confirm whether Qiwa, GOSI and Muqeem accept a Power of Attorney in the same way (verify).

Practical steps:

  • Decide early who in Saudi Arabia will hold portal access.
  • Keep the Indian-side documents ready for banks and authorities. Our guide to business setup in Saudi Arabia from India covers attestation and the Power of Attorney.
  • Treat Indian-side filings, such as reporting to Indian authorities, as a separate topic for an Indian chartered accountant.

What Apex Arabia covers, and what to ask

Our Complete Setup Package describes the post-incorporation scope as National Address (SPL), Chamber of Commerce, VAT, Qiwa, GOSI, Mudad, Muqeem and the General Manager visa. It includes 3 months of complimentary PRO services, complimentary VAT filing for 2 quarters and 3 months of complimentary bookkeeping software. Government fees, VAT, translation, medical insurance, GM Iqama fees and office lease costs are not included.

Zakat or income tax registration, the municipal license, bank account opening and the MISA annual update are not listed in the package description. Ask us whether they are in your quote. See pricing for what is included.

What can go wrong

  • Missing the GOSI window. Why it happens: the two-week clock starts when the head office meets the requirements, which founders often do not track. What to do: note the date and register early. GOSI’s FAQ states fines of up to SAR 5,000 (verify), doubled on a repeat, and for some violations multiplied by the number of contributing workers up to SAR 50,000 (verify). Late contributions can attract fines up to 100% of what is owed (verify).
  • Starting in the wrong order. Why it happens: portals look independent. What to do: follow the dependency order above. National Address needs the labour-office file number. Mudad needs HR, GOSI and the bank. Visas need wage protection.
  • Assuming the CR did it all. Why it happens: the Ministry says some registrations are automatic for an establishment CR. What to do: ask for the registration list in step 1 and confirm it for your case.
  • Missing a MISA deadline. Why it happens: the post-registration duties are not obvious. What to do: save the 10-working-day and 15-business-day reminders, and agree who holds portal access if the owner is abroad.

Who to ask for each area

This guide is general information. For the final answer on each area, ask the right professional.

  • Zakat, income tax and VAT: a Saudi tax adviser.
  • GOSI, Qiwa, Mudad, Nitaqat and hiring: a Saudi labour and compliance adviser.
  • Bank account requirements: your bank.
  • Registration status and MISA duties: your MISA registration provider or MISA directly.
  • Corporate or legal questions: a Saudi-qualified lawyer.

Frequently asked questions

Does my company register with GOSI and ZATCA automatically after the CR?

It may, for some of them, but this depends on your company’s file. The Ministry of Commerce says registration with HRSD, ZATCA, GOSI, Saudi Post and the Chamber is automatic for an establishment CR. The ZATCA guide says a tax identification number is created, but you still log in to finish registration. We found nothing that confirms how this works for a company registered under a MISA investment registration (verify). Ask your registration provider for the list of active registrations, then complete anything missing.

Which deadlines can I rely on?

We can confirm GOSI’s deadlines from its employer FAQ: two weeks for the establishment, and the first 15 days of the following month for employee registration and contributions. For MISA, we can confirm 10 working days to notify site or account-manager changes and 15 business days to pay fees after notification. For Qiwa, Mudad and Muqeem, check the current deadline on the official portal. For tax, ask your Saudi tax adviser. Do not rely on day counts from blog posts, including this one, without checking them.

Can I complete these steps from India?

Some steps may be possible through an authorized person, but we could not confirm this for every portal. Qiwa, Absher, Muqeem and GOSI depend on Saudi identity credentials, and an owner who has not been in the Kingdom may not have them (verify). MISA accepts a named authorized person for its own services. Decide early who will hold portal access in Saudi Arabia, and ask your labour adviser or Apex Arabia what each portal accepts.

Do I need a bank account before Mudad?

Yes, according to the HRSD service page. Mudad needs the HR registration, the GOSI registration and bank accounts for the establishment and each employee. The Ministry of Commerce also advises opening a bank account for the entity and avoiding personal accounts. Banks set their own requirements and timing, so contact your bank early. Your bank is the right source for its document list and timeline.

What happens if I skip a step?

It depends on the step, and we only state penalties that an official source gives. GOSI lists fines for late registration and late contributions, and MISA lists missed deadlines and doing business without reactivating the registration as violations. For tax and labour penalties, ask your Saudi tax adviser or labour adviser. Skipping a prerequisite can also block later steps, such as visa requests that need wage protection compliance.
